His contribution to Panama’s regulatory framework is notable. He participated in the drafting of the General Law of Ports of Panama and served as assistant to the secretary of the Board of Directors of Petroamerica Terminal S.A. Raúl has led or played a central role in several landmark transactions, including the sale of Shell’s business to Delta, the sale of Sonitel to CWP, the public tender for Metro Line 3, the Panamericana Este PPP project, and the sale of the Corredor Sur to the State. These transactions highlight his experience in structuring and executing complex corporate and project-related deals.
He is a member of the National Bar Association of Panama and has been recognized by leading international legal publications such as Who’s Who Legal and Chambers and Partners, which consistently rank him among the top practitioners in Panama.
